The evolution of near-circular satellite orbits under the action of the gravity of an external body that moves along an elliptic orbit (about the center of mass of the planet) and the action of the noncentral gravitational field of the planet is examined. The influence of the noncentral field is described by the second zonal harmonic; the attraction of the external body is described in Hill's approximation. A system of equations describing the evolution of small-eccentricity orbits is derived, and conditions for their integrability are established. The stability of the orbits with respect to eccentricity is studied analytically and numerically.
