Detailed consideration is given to the formulation of the problem of investigating ion kinetics, and minor neutral and excited constituents in the D region with a high level of ionization. Attention is given to ion-molecular reactions of positive ions, dissociative recombination reactions, electron attachment to and detachment from negative ions, ion-molecular reactions of negative ions, and reactions of the mutual neutralization of ions. A critical analysis of published data is used to select a general scheme for the processes and corresponding values of rate constants. The possibility of overcoming difficulties associated with the solving of a large system of differential equations of reaction kinetics is discussed, and it is shown that the stated problem can be conducted in the one-dimensional framework.
