An analysis is made of experimental data concerning the fluxes, energy spectra, and pitch-angle distributions of secondary electrons with energies of 100-1000 MeV at heights of 300-500 km. It is shown that the data do not contradict a theoretical model according to which the electron halo is formed during the decay of pions in the interaction of protons with matter of the residual atmosphere.
