The conflict in the literature as to whether the plasma density spatial spectrum of the irregularities in the interplanetary medium is of Gaussian or power law form is discussed. Particular attention is given to the interplanetary scintillation effects ascribed to these irregularities. It is shown that the phase screen theory of scintillations can be invoked to devise a set of critical tests which provide a means of discriminating between the conflicting hypotheses. Differences in the predicted behavior of the single sensor temporal spectra of the scintillations for the two irregularity forms provide the main tests of the conflicting hypotheses. However, it is also shown that the two hypotheses lead to different forms of the variation of scintillation index with the observing frequency and the solar elongation of the scintillating source. Consideration is given to the optimum conditions for observing the Fourier and Bessel temporal spectra modulation which is due to Fresnel filtering of the spatial spectrum. Determination of irregularity shape, orientation and motion in terms of this modulation is also discussed.
