We present a detailed picture on the formation of galaxies and clusters of galaxies in the neutrino dominated universe. The primordial density fluctuations in neutrino matter give rise to the formation of rich clusters of galaxies and not yet collapsed superclusters. For smaller scale, the isothermal density fluctuations in nucleon matter start to grow when the mass of neutrinos involed in the fluctuation exceeds the neutrino Jeans mass. These objects are identified with small groups of galaxies. In a cluster or a small group, whose motion deviates considerably from the cosmic expansion, the growth of density fluctuations is accelerated and leads to the formation of galaxies. The characteristic mass of galaxies is given as 1010 ˜ 1011M&sun; for nucleons and 10 ˜ 40 times larger for neutrinos.
