The characteristics of the quasi-linear regime of Langmuir turbulence excited by a beam of auroral electrons in the E-region are examined. It is shown that the excitation of Langmuir oscillations in the beam-ionosphere system leads to the development of thermodynamic instability, providing for a rapid energy transfer from the beam to thermal electrons. The formation of thin layers of elevated electron temperature and density can occur in this region.
