A mechanism is proposed for the effects of the solar wind and interplanetary magnetic field (IMF) on the rotation rate of the earth. The mechanism is based on the generation in the magnetotail plasma layer of Hall currents which, by closing through the high-latitude ionosphere, cause the rotation of the atmosphere. This rotation is continually transmitted to the earth, with the moment of momentum being accumulated in the atmosphere during winter and passed to the earth during spring. The mechanisms accounts for the experimentally observed dependence of the irregular changes in the duration of the terrestrial day on the solar-wind velocity, solar activity, and the sectorial IMF structure.
