A scenario fulfilling the Space Exploration Initiative is described.
This proposal involves using the moon as a way station for a manned
voyage to Mars as well as a search for water on the moon. Attention is
given to the scientific benefits to be gained from such activities and
to the vehicles and instruments that may be used.
