The structure of prebreakup arcs are examined by means of a model that considers the extension of an ionospheric Cowling channel into the magnetosphere. Two coupled circuits between the ionosphere and the magnetosphere are employed to represent the arcs, forming a substorm current wedge which is applied to westward and eastward electrojets. Prebreakup arcs formed in the premidnight sector are more stable and less bright arcs accounting for the widespread nature of the phenomenon in this sector. The model predicts constraints on the dimensions of the current wedge for different invariant latitudes. The predicted magnitude of the polarization electric field and arc size are compared to and found to agree with observations of a particular arc. The steady-state model is concluded to describe the breakup arc that precedes inductive effects, and the model supports the notion of arc formation by magnetosphere-ionosphere coupling.
