Milagro is a proposed extensive air shower (EAS) array with a low energy threshold (˜1 TeV) and good angular resolution (~0.4°). It uses a water Čerenkov detector surrounded by several hundred scintillator detectors. It has the large aperture and duty factor of an EAS array, and the energy threshold of an atomospheric Čerankov telescope. This paper decribes the Milagro detector and gives some results of tests performed on smaller pool detectors at the CYGNUS array.
