Data on basic features of the fine structure of 11-year cycles of sunspot areas are given separately for the N and S hemispheres and the entire solar disc. Greenwich photoheliographic results for 1878 - 1955 (for Carrington solar relations) smoothed over six rotations were used. Some arguments in favour of the fine structure of the cycle being determined by the variation of the North-South asymmetry in the solar activity are given. It is shown that the appearance of the pre-minimum is the result of the interaction between the S and N hemisphere.
