In the present paper it is shown that it is probably incorrect to attribute all cases of cosmic radio noise to ionization produced in the D region by particle bombardment. A model is described, according to which the few-meter-length irregularities produced on the lower E region by the Farley-Buneman instability can give rise to a decrease of the cosmic noise power received on a riometer by scattering back into space an appreciable portion of the incoming radiation.
