Our current understanding of the variations in the energy, angular and mass composition in the plasma sheet has lead to some reasonable conjectures that we have not been able to affirm or refute. These conjectures include initiation of substorms through an instability threshold controlled by the local O+ density and the existence of a hidden cold ion population in the plasma sheet. We now have a fleet of satellites with state-of-the-art plasma and fields instrumentation sampling both the ionospheric source and the magnetotail. Coordinated observations from these satellites combined with modeling will possibly allow us to understand the relationships between variations in plasma composition and substorms.
