For neutrinos with a magnetic moment, we show that the Landau damping mechanism acts as an efficient process for the conversion of left-handed neutrinos into right-handed ones in a dense ultrarelativistic plasma such as the core of a supernova. The effect can be used to place an upper bound on the neutrino magnetic moment μ<(0.1-0.4)×10-11 μB.
