Measurements of high-energy cometary ions up to the Comet Halley shock wave with the Vega-1 Tiunde-M instrument are analyzed, and it is shown that, in order for these ions to be observed by this instrument, they would have had to be pitch-angle-scattered as well as accelerated. Possible acceleration mechanisms are examined. Cometocentric profiles of ion fluxes measured by Tiunde-M are examined, and the relationship between these profiles and magnetic-feild variations are discussed. Ion distribution functions in a coordinate system moving with the solar wind are obtained.
