Quiet-time plasma sheet data from Imp 7 and 8 have been used to evaluate the ecliptic plane components of the pressure tensors for low-energy electrons and protons. It is found that although the tensors may be clearly anisotropic with the pressure parallel to the magnetic field up to twice that of the perpendicular pressure, the anisotropies are usually less than the value required to balance the magnetic-field tension. One-hour averages mask the more rapid variations caused by changes in the distributions and magnetic field. On this one-hour time scale the protons are nearly isotropic and their distributions do not tend to be field-aligned. The electron distributions, however, tend to be field-aligned. The low electron energy density causes the anisotropy to be insufficient to balance the magnetic-field tension.
