The paper derives a kinetic equation averaged in accordance with the cyclotron rotation of particles. It describes multiple scattering of particles on small-scale inhomogeneities in a strong magnetic field during random large-scale motion of the atmosphere. The diffusion approximation is examined, and the results are utilized for the analysis of low-energy cosmic ray anisotropies and calculation of their interaction with the shock front in a turbulent medium.
