Scintillations of Vega, Mercury, and Venus observed during their descent (ascent) beyond the earth horizon are analyzed. The scintillations are found to be caused by random inhomogeneities of atmospheric density at altitudes up to 45 km above the earth surface. The characteristic scale of the inhomogeneities responsible for the scintillations is estimated to be of the order of 100 m. A hypothesis is proposed which links the observed scintillation to discoidal formations in the atmosphere, and a model is developed for the frequency spectrum of the observed radiation intensity fluctuations.
