The rigidity spectrum of long-period cosmic-ray variations is determined on the basis of cosmic-ray observations performed with different instruments from 1957 to 1984. An analysis is also made of the energy dependence of the variations with cyclic changes of solar magnetism and solar activity. The concept of optimal rigidities is used to minimize the relative error in the determination of primary-variation amplitudes due to the error in the observational data, as well as to account for the nonpower-form of the rigidity spectrum. Results are presented for solar cycles 19-21 for optimal rigidites in 1-25 GV range.
