A proposal for the Vesta mission to visit up to eight asteroids and comets over five years is presented. The mission consists of a Flyby Module with a scanning platform to travel past small body nuclei at distances of the order of 500 to 2000 km, and an Approach Module which would be jettisoned in the vicinity of an asteroid to release two penetrators to anchor themselves into the asteroid. The scientific objectives of the mission include the study of the general characteristics, surface features, topsoil properties, and environments of small bodies. The possibility of adding remote observations of Mars to the mission is considered.
