The authors show that the inclination i of a comet's orbit to the orbital plane of the perturbing body varies most rapidly for i = 90°. For that reason, a deficit of poles of the orbits of long-period comets should be observed in belts of the sky adjacent to the planet's orbital plane (the Π-effect). The predicted effect should be observed under the condition that the perturbations have a nonrandom nature, and occur in the process of escape of the cometary nucleus from the sphere of action of the parent planet. The authors establish the absence of the Π-effect relative to the ecliptic plane and its reliable presence relative to the Galactic equator for comets with 0.7 < q < 2.2 AU. They conclude that those comets are subject only to random perturbations from the known planets and, in accordance with the hypothesis of Radzievskij (1987), are ejected from the sphere of action of a trans-Plutonian planet X-2, which is responsible for the Π-effect.
