Measurements of the variations of the atmospheric refractive index were made by the Heinrich-Hertz-Institut, Berlin-Adlershof, using a microwave refractometer. The analysis of more than 150 power spectra of radio refractive index shows that scatter theories postulating an exponent of 2 or larger for the relation P(k) [is proportional to] K-n are not in accordance with results of refractometer measurements. The results of the investigation of refractive index spectra are in good agreement with the Kolmogorov spectral law.
