A comment is made on the paper by Goertz et al. (1993) which describes the start of a study of how best to predict the level of solar-terrestrial interaction. Goertz et al. obtained a very high correlation coefficient between their predictions and observations and conclude that this implies that the magnetosphere is primarily driven and that unloading of magnetotail energy contributes a minor amount to the observed indices. It is argued that the results of Goertz et al. are the fortuitous consequence of adjusting free parameters to a specific event.
