Galaxy formation in a universe dominated by magnetic monopoles is investigated. Monopoles trigger perturbation growth on all mass-scales below 1015 Msolar and baryons respond to these perturbations. Galaxies and clusters could then be made without contravening the isotropy of the microwave background. The scenario demands monopole masses and/or production rates which are much lower than in standard GUT-models, but not unreasonable in some theories.
