Outbursts of Comet Halley at a heliocentric distance of approximately 8
AU are interpreted. It is suggested that they are due to the lifting and
sinking of dust clouds, gravitationally coupled with the cometary
nucleus and affected by the reduced nonstationary thermal sublimation
drag.
