The 15 Myr terrestrial cycle in comet flux, due to the Sun's vertical motion through layers of zero tide on either side of the galactic plane, produced by the distribution of discrete clouds in an otherwise plane stratified disk, is discussed. Since the comet flux modulates the course of evolution by perturbing the boundary conditions at the core, outer mantle and atmosphere of the Earth, the otherwise unattributed 15 Myr cycle in the H-reversal record signifies ultimate galactic control. The effect places a significant constraint on the source of dark matter in the solar neighborhood. It is suggested that dark matter in galactic disks may exist in the form of relatively short-lived prestellar, substellar condensates or parent bodies, which may be identified with family of Jeans condensations spanning the range between giant comets and brown dwarfs.
