The basic formulas of the emission and transmission for the non-local thermodynamic equilibrium (NLTE) planetary atmospheres were derived. By assuming that rotational levels within a vibrational level remain in local thermodynamic equilibrium (LTE), an accurate and efficient line-by-line algorithm of NLTE emission and transmission was developed to evaluate the radiance due to infrared-active species in the upper planetary atmospheres. The limb viewing radiance of the Earth's atmosphere for the 4.3 μm and 15 μm bands of 12C16O2 under daytime and nighttime, NLTE and LTE conditions was calculated by using this algorithm. The results of calculations reveal that NLTE radiance obviously departs from LTE.
