It is shown that the thin ionized layers produced in the mid-latitude E-region by the wind-shear mechanism, at levels where the vertical ion velocity is zero, conduct electric current only towards the magnetic equator and not in the zonal direction. It is suggested that this property may (1) influence the electric field distribution in the nocturnal ionosphere, and possibly also influence (2) the coupling between ion drifts and neutral air winds in the F-region. It is recommended that detailed case studies of nocturnal layers located near the ion Pedersen conductivity peak, at around 130 km, be conducted to test the suggested properties.
