The D-region model in the present IRI extends down to 65 km; the existence of weakly ionized layers below that level, in particular the so-called CR-layer is not considered. Daytime LF-absorption measurements by A3-technique made in Bulgaria during many years yielded data with the aid of which a model for these lowest levels could be derived. A full wave theory adapted to the particular conditions has been established. A new D-region model is presented that has been obtained therefrom by a trial-and-error inversion method.
