Solving a self-consistent system of equations governing the behavior of temperature, and neutral and charged particle densities in the 40-150 km height range, numerical calculations for conditions under which the anomalously high absorption of radio waves appears and disappears at middle atmospheric heights are presented. Indirect measurements are used in making assumptions concerning the vertical profile of the turbulent transfer coefficient and the values of the turbulent dissipation rate. Good agreement is obtained between the present results and measurements of electron density, temperature, and hydroxyl emission intensity, though discrepancies were found between calculated and measured atomic oxygen densities.
