The quasi-linear stage of the Cerenkov instability of a magnetoactive plasma with a low-density nonrelativistic electron beam is examined in the upper hybrid resonance region. For the stationary state, an exact analytical solution is obtained for the spectral energy density of the emission of plasma waves with anomalous dispersion characteristics. The angular and spectral characteristics of the emission and the relaxation times are analyzed numerically over a wide range of plasma and beam parameters.
