Modern cosmology assumes that Friedmann-Lemaitre wavelength expansion redshifts, embedded within an expanding-spacetime universe, constitute a unique explanation of the Hubble redshift relation and the 2.7K CBR. We report two major surprises which refute this assumption. First, a reexamination of GR experiments shows the universe is governed by static-spacetime GR, not expanding-spacetime GR. Second, we have discovered a new interpretation of the Hubble relation and the 2.7K CBR utilizing a nonhomogeneous universe with vacuum gravity [Mod. Phys. Lett. A Vol.12, No. 37, pp. 2919-2525, (1997)]. It also accounts for the CBR's microtemperature variations, CBR temperature variation with redshift, the steady decrease of angular diameter of increasingly distant galaxies, and possibly the paucity of high redshift (z > 4) quasars. These results imply a major paradigm shift in cosmology is coming, with Einstein's static-spacetime GR being The Genuine Cosmic Rosetta Stone.
