Scientific paper

A global space-time distribution scheme of ionospheric wave turbulence,
i.e., a radio aurora, during a substorm is constructed. In essence, this
distribution is the distribution of moderate and elevated ionization
(0.5 x 10 to the 5th to 7 x 10 to the 5th/cu cm) in regions where the
electric field is elevated (greater than 10-15 mV/m).
