An analysis is made of variations of cosmic-ray cutoff rigidities under the effect of three-dimensional eddy currents in the framework of the asymmetric Tsyganenko-Usmanov asymmetric magnetosphere model. It is shown that this type of current leads to a decrease in the cutoff ridigies, which explains observed increase effects during Forbush-effect minima.
