An analysis is performed which shows that the quasi-neutrality condition and the difference between the pitch-angle distributions of magnetospheric protons and electrons imply the occurrence of a longitudinal potential difference and, consequently, a longitudinal electric field in the magnetosphere. A rigorous expression for the magnitude of the potential difference is obtained. The potential distribution within and outside the plasmasphere is found to be several orders of magnitude smaller than previously predicted.
