A description is given of the Elektron instrument on the ICB-1300 satellite, and measurements of electrons with energies exceeding 20 MeV in the earth radiation belt and below this belt are described. Specifically, values of electron fluxes in the 20-280 MeV energy region on the L = 1.1-1.2 shells were determined for geomagnetic field strengths at the reflection points for these particles. It is shown that there exists a marked longitudinal dependence of the charged-particle fluxes with a maximum. The electron flux intensity at 35-550 MeV on the L = 1.1-1.2 shells at the maximum amounts to 260 + or - 30 per (sq m s sr).
