In the Coordinated Data Analysis Workshop (CDAW) 6 substorm study, the ISEE 1 and 2 satellites provided the diagnostic measurements in the near-earth plama sheet, in which, as it is commonly believed, the onset of substorm activity occurs. The present investigation has the objective to report plasma observations on ISEE 1 and 2 during the 1054 substorm on March 22, 1979, and to discuss their implications for the substorm process. Attention is given to the reconnection model, in which the onset of substorm expansion is caused by the formation of a near-earth neutral line and substorm recovery by the retreat of this neutral line into the distant tail. It appears that although some difficulties remain, the discussed observations are qualitatively consistent with the neutral line model, if a number of reasonable though admittedly ad hoc assumptions about the detailed geometry and dynamics are introduced.
