The case is considered of a plane-polarized, plane electromagnetic wave falling normally on a plane boundary between two ionized semi-infinite media. Boundary and media are all moving independently in a direction normal to the boundary. A relativistic treatment shows that Doppler shifts in frequencies of reflected and transmitted waves depend on velocities of boundary and medium or media through which the received energy has passed. When all velocities are small compared with the free-space velocity of light the media velocities have only a small order effect on the Doppler shift. Reflection occurs only at a boundary between media differing in wave impedance: no reflection occurs at a boundary between media of the same ionization density but moving at different speeds. When the wave frequencies are very near the critical value for attenuation it may be possible in practical cases to deduce media velocities by comparing Doppler shifts and wave train travel times. However, further analysis is required to settle this point.
