This paper reviews observations of the solar magnetic and velocity fields in active regions where flares produce. The study includes (1) the relationship among the magnetic fields, Doppler velocity fields and flares; (2) the relationship between magnetic shear and flares; (3) the relationship among electric currents, electric helicity and flares; (4) the evidence for non-potential magnetic field.
