The parameters involved in selecting a site for an ESO Very Large Telescope are discussed. Parameters of a purely atmospheric nature are considered, including cloudiness, air dryness, resulting precipitation, atmospheric turbulence, scintillation, wind, and extinction. Parameters more pertinent to the choice of location are addressed, such as altitude above the atmospheric inversion layer, topography, temperature and temperature stability, natural air and light pollution, and seismic activity. Artificial light and air pollution, relevant to sites near population centers, are examined. Less critical parameters, including convenience of latitude, water supply, general accessibility, and the possibility of an air field, are also discussed. Results of earlier site-testing surveys in Chile are summarized, and present preliminary site testing is described.
