The rate of growth for cyclotron electromagnetic waves at arbitrary wave-normal angles in a system consisting of a helical electron stream plus a cold magnetoactive plasma is derived by means of the classical kinetic approach. The expression for the rate of growth is illustrated graphically with parameters appropriate to the active solar corona conditions.
