Intensity and spectral variations of energetic electrons in the outer radiation belt before, during, and after moderate magnetic disturbances are investigated on the basis of differential spectrometer measurements obtained by the satellite Molniya 1 over three energy intervals: 0.3-0.6; 0.6-0.9; 0.9-2.3 MeV. The storm consisted of several overlapping disturbances, with two maxima in the disturbance field variation of about -60 gamma. Under calm conditions prior to the storm with the L parameter = 3, the spectrum displayed a maximum at about 2 MeV. During the storm there was a sharp growth in the electron flux at energies below 1 MeV, and the spectrum became monotonically decreasing with increasing energy. During the following 2 weeks spectral maxima at 1-2 MeV appeared, with the differential intensity of electrons with energies around 300 keV becoming an order of magnitude lower than that of electrons at 1 MeV. Particle lifetime appeared to increase with energy. Results indicate that electron scattering is connected with interaction with waves arising from cyclic instabilities. The region of resonant interaction increases with particle energy.
