The paper considers a plane wave incident on a stratified medium at arbitrary angle, and studies the resonance properties of the ratio of the amplitudes of the oscillations before the potential barrier and those on the other side of the potential well formed by he height run of the index of refraction. It is assumed that the wavelength is much smaller than the width of the two regions, so that a quasi-classical approximation is used, while the width of the potential well can be arbitrarily small. The method of Kheding (1965) was used to determine the F-matrices coupling the coefficients of the solutions of the wave equation in the two regions. The possibility of wave amplification in inhomogeneous atmospheres due to resonances of the type studied was demonstrated.
