A metagalactic model for the universe, in which the expansion is caused by a series of hierarchical explosions, is developed. The evolution of the distribution of matter is described by a Botzmann equation, for which solutions are found in the nonrelativistic case. By studying the evolution of the peculiar velocities in the metagalaxy, the model can be applied to metagalactic cosmology. An upper limit for the radius of the metagalaxy is obtained. This turns out to be too small to be compatible with the highest redshifts observed. Two modifications of the model are studied, but the difficulties still remain.
