The orbital element evolution of Uranus and Neptune, which have an average motion resonance of 2:1, is considered. The main peculiarities of the evolution are analyzed on the basis of the spatial three-body problem. An analytical solution is presented that takes into account the long-period and secular terms of the perturbation function. The orbital motion is studied qualitatively. Within the framework of the planar variant of the problem, the secular perturbation from Saturn and Jupiter is taken into account.
