The recurrent increases of the electron and proton intensity in the periods preceding solar flares are analyzed. Measurements were carried out aboard the Prognoz-3 satellite in 1973. It is shown that the structural formation produced in the interplanetary space during the flares and in the recurrent events are similar. An essential feature of this structure is the presence in it of a magnetic region with the strong magnetic field. It is shown that there exists a relation between the processes observed in the interplanetary space during the flares and in the preflare period in one or more solar rotations prior to the flare. The preflare period is characterized by the appearance and evolution on the sun of active centers, the formation of coronal transients and coronal mass ejection into the interplanetary space, the generation of energetic charged particles, and simultaneous appearance in the interplanetary space of large-scale structures filled with particles. An attempt is made to substantiate the relation between the fluxes and the spectra of particles in the preflare period and during the flares.
