For loop type strings the line density need not coincide with the tension. Here we propose a new phenomenological stress-energy tensor for cosmic strings whose tension and line density are two different quantities. The equation of motion derived from the proposed energy momentum tensor reduces to the ordinary one when the string is free, static and infinitely long. This equation can be applied not only to an ordinary string but also to a superconducting string if we properly choose the relation between the line density and the tension, i.e., the equation of state. When it is applied to an ordinary free string loop together with an appropriate equation of state, the line density at a special point decreases to vanish, i.e., there is a possibility that the free string may snap around the cusp formation time.
