Several relationships between the power spectra of density and velocity fluctuations and the power spectrum of magnetic field fluctuations are derived for the solar wind within the context of plasma kinetic theory. A local, turbulent diffusion process which may rapidly refill the partial cavity of energetic particles created by Io's passage through a flux tube is discussed. A model is developed of Io's sweeping action on energetic particles in which a wake is formed behind the flux tube threading Io. A linear and quasi-linear analysis of the lower hybrid drift instability is performed for finite beta sub e in the low drift velocity regime, including the effects of a magnetic gradient drift resonance.
