Solar X-ray flares produce an increase in the electron concentration of
the lower ionosphere. A continuity equation is solved describing the
vertical motion of electrons around noontime under the influence of
chromospheric flares. It is shown that failure to consider these motions
leads to substantial error in the calculation of D-region effects.
