Using methods applicable to all classical radiative field theories, a necessary and sufficient condition is derived for the onset of instability along a sequence of stationary equilibria in general relativity. A related result is that instability in any mode can set in only when its frequency vanishes. Astrophysical implications are briefly discussed.
